Budget Highlights: 2008 Legislative Session

v Supports for Community Living:  (The largest Medicaid program for people w/    MR-DD offering residential & a broad range of other services in the community)

Additional $2.7 million in fiscal year 2008-2009

Additional $6.4 million in fiscal year 2009-2010

v Michelle P. Waiver: New Medicaid waiver to provide non-residential services to people w/ MR-DD & the aging/disabled in need of community-based supports.  Mandated by a federal class action settlement in 2006.

 $17.5 million each year (Fiscal Years 2008-2010)

v Bingham ICF/MR @ Central State:  authorizing language & funding to replace the current intermediate care facility @ Central State Hospital.  Construction of three 8-bed group homes, a dental clinic, outpatient medical/psychiatric clinic on the grounds of Hazelwood Hospital. 

 $10 million in bond funds approved

$400,000 appropriated for land/site preparation

v Cabinet for Health Services Budget Shortfall:

The Legislature enacted a budget that includes a $40+ million deficit in the Cabinet’s budget.  The Cabinet Secretary is authorized to make cuts and move funds among budget units to erase the deficit.  Exact impact upon the Dept. for Mental Health/Mental Retardation Services is not yet known.  Cuts in funding to MH/MR Comprehensive Care Boards (e.g. Seven Counties) are anticipated. 

v Replacement of Eastern State Hospital Approved

o   In addition to approval of $100+ million in bonds to construct a new psychiatric facility, a 12 bed post-acute intensive rehabilitation unit shall be established for persons w/ acquired brain injuries.
